Check out the Videostream app for Chrome at https://chrome.google.com/webstore/detail/videostream-for-google-ch/cnciopoikihiagdjbjpnocolokfelagl?authuser=1.

It's a Chrome app, meaning it runs in your browser. Lets you cast local videos from your PC (i.e. ones you have downloaded) to your Chromecast. Works great, full 1080p, seems to maybe have a bug on windows 7 according to logs. Overall, working well so far!

I have installed Videostream for Chromecast on my chrome browser.   However I do not have a button for it on the toolbar. In order to launch it, I have to go to the Play Store and select the launch button there.  Then the app  starts.  Any idea how I can get it to launch directly from chrome.

Yeah for sure! In chrome in your bookmarks bar you should have a link called "apps". This is an app and not an extension, which is confusing since chrome has both. It should be in your app list but can't make a button in the extension bar.

I've also seen some cases where the apps are searchable like a normal program. So in Windows if you type videostream into your start menu search it might find it. You can also make a desktop shortcut!

Hope this helps!
